Overseas Cargo Inspection

Pre-shipment quality and quantity verification

Third-party inspection at supplier factories, container stuffing supervision, photo evidence, fumigation oversight.

Overseas cargo inspection is the cheap insurance against a bad shipment. If your container leaves a supplier's factory with sub-spec product or under-quantity, you find out 30 days later when the BL has been negotiated and the cargo has cleared Indian customs. Pre-shipment inspection (PSI) at the origin factory is what stops that from happening.

WCL provides third-party inspection at supplier factories worldwide — quality verification against your purchase order, quantity tally, container stuffing supervision, photo and video evidence, and fumigation/ISPM-15 oversight where required. Particular depth in China, Vietnam, Bangladesh, Turkey, UAE — the lanes where most Indian importers face the highest QC risk.

Output: a binding PSI report you can attach to your LC documentation, with photos timestamped at every checkpoint (factory floor, finished cartons, stuffing process, container number, seal number). If the inspection fails, we tell you BEFORE the cargo ships — at which point you have leverage with the supplier that disappears the moment the BL is signed.

How it works

Our process — step by step

01

Inspection scope agreement

You share PO specifications, AQL targets, packaging spec, container loadability requirements. We confirm scope and inspection date with supplier.

02

Pre-stuffing inspection

On-site visit to supplier factory. Inspector verifies product against PO, samples at AQL level, checks packaging, weighs cartons, photo-documents the finished goods area.

03

Stuffing supervision

Inspector witnesses container loading — load order, dunnage placement, weight distribution, container number, seal number recorded with photo.

04

Inspection report & decision

Detailed PSI report with photos delivered within 24 hours. Pass / conditional pass / fail flagged. Conditional pass typically resolves with supplier rework.

05

Sealing & departure

If approved: container sealed, BL details shared with you, vessel/AWB booking confirmed. If failed: we hold pending rework or contract dispute, with evidence ready for negotiation.

Frequently asked questions

Questions clients ask us about Cargo Inspection

How much does PSI cost?

Typically USD 250-500 per man-day inspection for most consumer goods. Cost depends on factory location, inspection complexity, and AQL sampling rigour. For ongoing high-volume shippers we offer per-container packages.

Which countries do you cover?

China (all major manufacturing provinces — Guangdong, Zhejiang, Jiangsu, Shandong, Fujian), Vietnam, Bangladesh, Turkey, UAE, Indonesia, Thailand, Malaysia. For other markets we coordinate with verified third-party inspection partners.

What if the inspection fails — can you arbitrate with the supplier?

We facilitate. The PSI report becomes the evidence base for your negotiation with the supplier. We don't act as your legal counsel, but we can route the dispute through Indian trade associations or your supplier-country chamber of commerce if needed.

Is PSI the same as third-party lab testing?

Different. PSI verifies product against your PO at the factory (visual, dimensional, functional sampling). Lab testing is third-party analytical certification (e.g. SGS, Intertek, Bureau Veritas) for regulatory compliance — BIS, CPSIA, REACH, EN 71. We can arrange lab testing alongside PSI on request.
