Indian importers face an immediate compliance split this morning: metal scrap consignments are heading into immediate procedural bottlenecks following the Directorate General of Foreign Trade's (DGFT) derecognition of 15 Pre-Shipment Inspection Agencies (PSIAs), while importers utilizing the India-UK trade framework receive significant operational relief with the removal of mandatory physical origin check sheets.

DGFT Derecognises 15 PSIAs: Immediate Action Needed for Metal Scrap

Metal scrap importers, indents, and customs brokers must urgently verify the inspection documentation for all pipeline consignments. As reported by A2Z Taxcorp LLP, the DGFT has formally withdrawn recognition for 15 overseas PSIAs, invalidating their authority to issue Pre-Shipment Inspection Certificates (PSICs) for un-shredded metallic scrap arriving at Indian ports.

Under Indian foreign trade policy, imported metallic scrap (both ferrous and non-ferrous, including HMS-1, HMS-2, aluminum, brass, and copper scrap) requires a valid PSIC issued by an approved agency in the country of origin or loading. This certificate attests that the cargo is free of radioactive materials, arms, ammunition, and other explosive hazards. When the DGFT delists an inspection body, certificates issued after the effective de-notification date become null and void for Indian customs clearance.

The downstream impact at gateway ports such as Nhava Sheva (JNPT), Mundra, and Kandla, as well as inland container depots like TKD (Delhi), Sabarmati, and Jodhpur, will be immediate:

  1. Risk of 100% Destuffing and Physical Examination: If an arriving container holds a PSIC issued by a derecognized entity after its de-notification, Indian Customs will not permit automated assessment or standard Direct Port Delivery (DPD). The cargo will be marked for complete destuffing, manual examination, and mandatory radiation scanning at port CFSs, causing severe clearance delays of 5 to 10 days.
  2. Additional Testing and Scanning Charges: Cargo subjected to 100% examination attracts heavy dock-handling charges, destuffing/restuffing tariffs, and radiation survey fees charged by custodian terminals.
  3. Demurrage and Detention Exposure: Shipping lines operate on strict free-time windows (often only 3 to 7 days for scrap boxes). Any clearance delay of a week or more instantly triggers ground rent at port yards and container demurrage.

Importers must review all active bills of lading and pre-shipment documents. For containers already loaded or on the water, verify the exact issue date of the PSIC against the DGFT de-notification cutoff. If your cargo was inspected by a delisted agency after the cancellation date, inform your customs broker immediately to arrange contingency protocols with customs authorities before arrival.

CBIC Drops Mandatory Origin Check Sheets for India-UK Trade

In a welcome move toward trade facilitation, the Central Board of Indirect Taxes and Customs (CBIC) has simplified preferential import procedures under the bilateral UK framework. As covered by Swarajya and detailed by CNBC-TV18, Indian Customs has dropped the rigid requirement for importers to submit a standalone, extensive physical "Origin Check Sheet" alongside preferential bills of entry.

Previously, under strict CAROTAR 2020 (Customs Administration of Rules of Origin under Trade Agreements) enforcement, importers claiming concessional customs duty had to produce exhaustive technical check sheets detailing regional value content (RVC) calculations, specific tariff shift matrices, and factory-level cost structures. In practice, this caused persistent document queries, delayed out-of-charge (OOC), and forced consignments into expensive bonded warehousing pending verification.

With this procedural easing:

  • Streamlined Documentation: Importers can now substantiate origin claims relying on standard, compliant Certificates of Origin (CoO) and basic commercial supporting documents, without preparing custom questionnaire formats.
  • Faster Green-Channel Clearance: Routine shipments of advanced machinery, electrical components, automotive inputs, and specialty chemicals originating in the UK can transition directly through the Automated System for Customs Data (ICEGATE) without manual origin vetting by the Appraising Group.
  • Lower Administrative Burden: UK exporters frequently resisted disclosing proprietary manufacturing margins or sub-supplier costs on domestic check sheets; dropping this mandate removes a chronic point of friction between foreign suppliers and Indian compliance teams.

Importers must remember that CAROTAR due diligence provisions remain active in the background. While the mandatory front-end check sheet is discarded, customs retains the power to conduct retrospective post-clearance audits if misclassification or tariff jumping is suspected.
